Abstract

The research begins with a comprehensive introduction to bureaucracy, detailing its definitions, historical evolution, and the critical need for an organized administrative system in any government. It examines the origins and development of bureaucratic systems, particularly in the Western colonial context, and their characteristics, such as the emphasis on formal rules, uniformity, and authority


The core of the thesis is a comparative analysis between the civil administration of the Rashidun Caliphate, notably during the time of Rashidun Caliphate, and the current Pakistani bureaucracy. The study delves into the Islamic principles of governance, emphasizing accountability, transparency, moral integrity, and the concept of public service as a divine trust. It contrasts these principles with the contemporary practices in Pakistani civil service, highlighting issues such as corruption, lack of accountability, and the persistence of colonial-era administrative attitudes.


Key findings of the research suggest that the administrative model of the Rashidun Caliphate, characterized by its ethical standards, accountability mechanisms, and public service ethos, provides valuable insights for reforming the Pakistani bureaucracy. The thesis advocates for adopting these Islamic administrative principles to address current inefficiencies, restore public trust, and ensure that the civil service fulfills its role as a servant of the people.
