Abstract

Mukhtar Masood was an ideological writer who was an ardent believer of two nation theory. As a student not only he took part in Pakistan movement but also plays a constructive role as a dutiful officer later on. He was a renowned honest and intelligent bureaucrat He observed constitutional crisis and Dhaka debacle with his own eyes and he had a specific opinion about it. He had strong belief in law and democracy and he lamented on replacement of law with Doctrine of necessity which according to him is the mother of all evils in Pakistan. According to him, in 1958 the foundation of Dhaka debacle had been laid which emerged fully in 1971.He considered it the result of constitutional high handedness.Mukhtar Masood  from Awaz e Dost to Harf e Shoq, in his four books emerges as an ardent advocate of law, ideology and democracy.
